Oman Economic Programme

Oman has undergone a variety of economic reforms in recent years to develop a diversified, sustainable and inclusive economy where evidence and data play a more prominent role. Its Vision2040 strategy underpins these efforts, outlining the framework for Oman’s long-term plan to decrease dependency on fossil fuels, enable regional growth and support intergenerational equity.

The UK Government, through the bilateral UK-Oman Strategic Partnership, supports the fulfilment of Oman’s Vision2040 reforms and longer-term prosperity and stability. The Oman Economic Programme acts as a delivery partner, providing flexible, high-quality technical assistance to Omani counterparts to support the inclusive design and delivery of economic and governance reforms, including macro-economic planning, tax reform, female mentoring, strategic communications, and social and behavioural change.

Tetra Tech has been working closely with the British Embassy in Muscat (BEM) since 2019 to provide useful, strategic and well-informed technical advice to support the Government of Oman’s economic and governance reforms.

Our team engages directly with key Omani institutions, delivering technical assistance, strategic studies and capacity building to various government entities and national programmes. These have included Tawazun and Estidamah, the Central Bank of Oman, Macro-Fiscal Unit, Debt Management Office, Oman Tax Authority, SME Authority, Social Protection Fund and Vision2040 Implementation Unit.

We have also advised on public-private partnerships, health economics and pension reform. Going forward, the programme continues to provide technical assistance on:

  • ESG standards and reporting
  • Reducing market access barriers for investment

Tamkeen Women’s Coaching Programme

Since May 2023, we have been working with The Human Edge – formerly Mowgli Mentoring – to develop a new phase of Tamkeen (‘empowerment’ in Arabic), a Women’s Mentoring Programme.

The programme supports Omani women in growing their confidence and enhancing their entrepreneurial skills to play a key role in building the future Oman that they want to see. The programme includes one-to-one mentoring, peer learning and skills workshops over the period of six months per cohort.

 

 

Taking credible climate action

The UK has been working with the Omani Government to support their efforts in taking credible climate action. To facilitate Oman’s ambitious and wide-ranging plans for transitioning its economy, we helped convene and catalyse key government actors around a coherent sustainable finance framework, outlined within the wider context of investment attraction and improving the investment environment. We are also supporting the development of Oman’s insurance markets to plan for potential climatic shocks.

We are working to help ensure that Oman’s ‘big bet’ on hydrogen creates jobs, develops skills and drives economic diversification, all while helping transition away from a hydrocarbon economy. Through our support, we are challenging assumptions around hydrogen, providing evidence and data, and helping amplify the deep thinking that Government of Oman has done.
