Our team at the UK Evaluation Society Conference 2022

The UK Evaluation Society’s annual conference draws together the knowledge and insights from many of the UK’s leading evaluation practitioners.

When this year’s theme was announced – Re-imagining Evidence and Evaluation – Politics, Context, Challenges – we saw a clear link with much of the work by our Tetra Tech International Development Europe evaluation team. Our experts carry out a wide range of evaluations around the world, working in complex contexts and challenging political environments.

We are very pleased that this year, our evaluation team has been selected to give three presentations over the course of the conference, which is being held online and in person between on 24-26 May, 2022. You can find out more about the conference schedule here: #ukesconf22

Meet our team

Heidi Ober
Principal, Evaluation & Research

Heidi Ober is a Principal consultant with over 19 years of experience designing and directing large-scale evaluations and participatory research for the UK’s Foreign, Commonwealth and Development Office (FCDO), USAID, EU, and other government agencies. She has conducted third party monitoring (TPM) in fragile and conflict affected states such as Pakistan and Somalia. Most recently she has led our evaluation of the SPRING Accelerator and the monitoring, evaluation and learning of the Foreign, Commonwealth and Development Office’s West Africa Unit.

Heidi is an experienced trainer in Do No Harm (DNH); Conflict Analysis; Gender Analysis and Theories of Change development.

Swaantje Marten
Junior Consultant, Evaluation & Research

Swaantje Marten is a Junior Consultant in the Evaluation and Research Practice of Tetra Tech International Development. Swaantje has a passion for international development and a broad understanding of the development sector and the stakeholders involved in it having worked in the public and private sector as well as academia in Argentina, Germany, Sweden and the UK. Swaantje holds a master’s degree in Political Economy of Development from the London School of Economics and Political Science.

Gordon Freer
Team Lead, SPRING

Gordon Freer has extensive experience in the evaluation of international development programmes, including those focusing on the economic development within communities of vulnerable populations in fragile and conflict affected areas. He has been the team lead on the SPRING evaluation for the last six years. He has developed innovative evaluation methodologies and has presented these at numerous international conferences as well as publishing them in a number of peer reviewed international journals.
