
Many children in Rwanda, especially girls and those with disabilities, are not acquiring foundational skills, not progressing through school, not achieving their potential and are unable to thrive.
The UK’s Foreign, Commonwealth and Development Office (FCDO) launched Girls in Rwanda Learn (GIRL) programme to enhance learning opportunities for girls and boys in Rwanda, including highly marginalised out of school children. GIRL aims to improve learning outcomes in English and maths for girls and boys, reduce dropout rates and improve transition to lower secondary and other learning pathways, particularly for girls and children with disabilities.
Tetra Tech International Development will lead the delivery of Monitoring, Evaluation, Research and Learning (MERL) services of GIRL to ensure that evidence informs programme adaptation, responds to programme or policy needs, and contributes to the global evidence base on what works.
The aim of MERL is to:
- Ensure quality assurance and accountability for MERL outputs and partner performance;
- Evaluate programme impact on learning outcomes for children in Rwanda and contribute to the evidence base of “what works” to improve learning;
- Facilitate learning and adaptation at partner, programme, and portfolio levels to drive adaptation, reflection, and impact;
- Conduct research to inform policy and programming to enhance the impact of FCDO’s investments and engagements, as well as other investments in the education sector by the Government of Rwanda or other stakeholders; and
- Evaluate the delivery model to improve programming and influence policy.
Our team will provide comprehensive monitoring and feedback on activities and outcomes, facilitate learning for FCDO staff and partners to enhance programme, and generate evidence on effective education practices for FCDO, implementing partners the broader sector.
