
The Yemen Office Network (YON), formerly the British Embassy in Sana’a, plays a crucial role in overseeing UK diplomatic and development efforts in Yemen. However, ongoing insecurity has rendered much of the country inaccessible, significantly limiting YON’s capacity to monitor and engage with UK-funded initiatives directly.
The Foreign, Commonwealth and Development Office (FCDO) has selected Tetra Tech International Development to deliver the Monitoring, Evaluation, Research and Learning for Yemen programme (MERLY), aiming to enhance UK support to Yemen and the people affected by the crisis.
Drawing on our expertise in large-scale MERL programmes in complex environments, we will inform, provide verification and assurance that UK’s investments deliver impact, are strategically aligned, offer Value for Money (VfM) and are guided by Yemeni voices.
The aim of MERLY is to inform strategic decisions about YON’s diplomatic and development activities, improve accountability and VfM, provide independent oversight and verify results, and support robust risk management. It will provide YON with the required evidence to push for humanitarian system reform and influence the broader international response in Yemen.
Our MERL services will assist YON, implementing partners and other members of the international community in Yemen who can benefit from the data and evidence. We will help improve the efficiency and effectiveness of UK support by promoting connectivity across the UK Overseas Development Assistance (ODA) programme portfolio and diplomatic activities through an innovative mix of field data and remote data collection technologies including geospatial analysis.
