From evaluation to action: our team at the UK Evaluation Society conference 2026

Tetra Tech’s Evaluation and Research team will be sharing our expertise and knowledge at the upcoming UK Evaluation Society conference themed Bridging the gap: evaluation to action.

With extensive experience in delivering large complex multi-country, multi-sector, multi-project monitoring, evaluation and learning programmes, our monitoring, evaluation, research and learning specialists are joining the discussion on how evaluation can help drive real-world change at the UK Evaluation Society conference 2026.

Our colleagues will present three insightful sessions, drawing on our range of expertise, skills, thematic knowledge and lessons from programmes such as the FCDO-funded Somalia Monitoring Programme III (SMPIII), Monitoring Evaluation Research and Learning in Yemen Programme (MERLY) and wider scaling assessments work. We will provide insights on how evaluation can inform decision-making, adapt programming in complex contexts and support meaningful policy and programme change.

Meet our team

Megan Truscott

Megan Truscott is a Junior Consultant in the Evaluation and Research practice at Tetra Tech’s International Development.

She has supported international teams on a variety of evaluation and research projects. Megan’s experience focuses on qualitative research, including supporting the design of methodologies, data collection, analysis and synthesis.

She has worked on SMP III across various rapid research studies, including an equalities impact assessment, mapping smart technical assistance and safeguarding reporting.

Tim Reilly

Tim Reilly is a Principal in Tetra Tech’s Evaluation and Research practice, with 15 years of experience in international development, primarily in monitoring, evaluation, and learning.

He specialises in evaluation, research, learning and scaling, and has been a member of Tetra Tech’s Scaling Practice since 2017. Tim has led complex, evidence-driven programmes and organisational reform across government, universities, and international institutions. He has also worked with community organisations, local authorities and national institutions across the UK and internationally to scale interventions grounded in local delivery.

Through his work with the Johns Hopkins Moore Center and UK community organisations focused on preventing child sexual abuse, he has assessed scaling pathways for organisations working with police forces, schools and national departments, ensuring delivery models reflected local context while contributing to national objectives. Throughout his career, he has focused on translating learning into changes in how institutions and communities address social problems.

Hannah Allroggen

Hannah Allroggen is a Consultant in the Evaluation and Research practice with a thematic focus on health, development, education and humanitarian response.

She has supported international teams on a variety of evaluation and research projects. Hannah’s experience includes evaluation design, developing the theory of change and logic of intervention, and qualitative data collection, particularly creating discussion guides and survey tools as well as delivering in-country enumerator training.

Most recently, she has worked on the Evaluation of the FSSN under MERLY.

Amy Macmillan

Amy Macmillan is a Consultant in the Evaluation and Research practice with a thematic focus on climate, conflict and humanitarian response.

She has supported international teams on a variety of evaluation and research projects. Amy has a broad range of experience on complex MEL programmes and in evaluation design, including developing theories of change and logic of intervention, as well as qualitative data collection, including tool design and delivering training.

She is the MEL Advisor on the £64m Territorios Forestales Sostenibles (TEFOS) programme tackling deforestation in conflict-affected areas of Colombia, and is working across workstreams of the SMP III focused on third-party monitoring and learning.

Amy is currently working as an Evaluation Expert on the evaluation of the FSSN under MERLY.
