Tetra Tech’s EU team to evaluate the EEA and Norway Grants’ Health programmes and projects (2014 – 2021).

We are excited to start another research assignment for EFTA’s Financial Mechanism Office. Kicking off in late November 2024, this evaluation aims to confirm the outputs and outcomes achieved through support on five main topics: cancer, mental health, health inequalities and inequities in access to healthcare, women’s health, as well as prevention and healthy life choices. Key questions, including options for upscaling and sustaining results. Our team will be tasked with conducting field research in four countries: Czechia, Lithuania, Poland and Romania.

EU Agency for Criminal Justice (Eurojust): Tetra Tech to support agency evaluation

Tetra Tech is working with evaluation lead CSES, and other partners to conduct the evaluation of the Eurojust EU agency. Established in 2013, Eurojust works with the EU Member States to combat serious and complex cross-border crimes. The need for a dedicated agency reflects increased European integration, globalisation, the rise of new technologies and the increase in cross-border crimes and conflicts of jurisdiction.

From its headquarters in the Hague, Eurojust focuses on organised crime groups, providing expertise in judicial cooperation, including handling conflicts of jurisdiction, extradition, conflicts of interest, asset freezing and recovery.

This evaluation will review how well Eurojust’s founding regulation (Regulation (EU) 2018/1727) has been implemented and its overall impact. It aims to assess the effectiveness and efficiency of Eurojust’s operations. This evaluation will help determine if there is a need to revise the Eurojust Regulation in the future. This project builds on Tetra Tech’s experience working with EU agencies like Frontex, as well as our role as the lead for the DG JUST Framework Contract.

Our Tetra Tech team was recently selected to lead the interim evaluation of the Customs programme. With a budget of EUR 950 million, the current iteration of the Customs programme, was established in 2021 to support collaboration between customs administrations in each EU Member State, who together support the implementation of the so-called Customs Union.

The EU Customs Union is one of the founding elements of the European Union (EU), which ensures that there are no customs duties and checks on goods that are bought and sold within the EU, so that goods can flow freely across EU Member States, making it easier for businesses to trade across their national borders and to engage in international trade, on the basis of trade deals that are negotiated by the EU on behalf of the member states.

Our team will be investigating the IT capacity building aspects of the Customs programme, considering the costs and benefits of support for customs IT systems, support for innovation activities, e-learning and other training aspects. The team will develop a series of case studies to support lessons learning for the future for our European Commission, DG TAXUD client.

Tetra Tech to support the European Parliament and European Economic and Social Committee

Our Tetra Tech-led consortium has been selected as a provider of impact assessment, foresight and evaluation expertise for the European Parliament and European Economic and Social Committee (EESC). Our consortium is now eligible to provide services under two Framework Contract lots:

  • Lot 4: Public health and food safety.
  • Lot 5: Constitutional and legal affairs, civil liberties, justice and home affairs.

Tetra Tech has an established track record of supporting European Commission policy evaluations in the above areas. The projects tendered under this Framework Contract will provide Tetra Tech with an opportunity to advise and support on emerging challenges and opportunities facing the EU. The European Parliament and the EESC are at the forefront of research underpinning legislative changes in the EU.

A new analysis by our team supports the European Commission to better understand the civil society landscape in Europe.

Part of the Citizens, Equality, Rights and Values (CERV) Programme, this work under the Directorate General for EU Justice and Consumers helps to protect and promote the rights and values across the Union.

Study on best practices in the public procurement of medicines

The European Commission has published the final report of our study on best practices in the public procurement of medicines.

The study, which we led in collaboration with Gesundheit Österreich, Austria’s National Public Health Institute, covers a total of 32 countries, including all 27 European countries, as well as Iceland, Liechtenstein, Norway (EEA EFTA) and the United Kingdom.

In addition to our findings, our team also developed a dashboard to visualise and analyse the collected data, and help optimise public procurement of medicines across Europe.

Tetra Tech at the European Evaluation Society conference

Several members of our team were selected to present at the European Evaluation Society conference between 25 and 27 September in Rimini this year. The theme of this year’s conference was Better Together 2024: Collaborative Thought and Action for Better Evaluation.

Melanie Kitchener, Julia Halej and Ana Craciun led a discussion session with representatives from DG COMM called ‘meet the evaluation’, which focused on the Commission’s network to listen to and engage with citizens in their local areas across all 27 EU Member States. The panel considered key evaluation challenges from a range of perspectives: research commissioners, field researchers and evaluation managers.

Meanwhile, Julia Halej presented methodological insights from her cross-disciplinary study on tackling digital addition and Ninon Gautier and Macarena Davies presented their work on the future of fishing. Fishers of the Future is an on-going foresight study looking at how this profession might need to change over the long term to meet the challenges it is likely to face. This has proved to be an exciting and engaging study, which has generated a lot of interest across the sector.

Tetra Tech at the European Public Health conference

Mariana Dates was selected to present a poster at the European Public Health (EPH) conference in Lisbon (12-15 November) titled A monitoring framework for reinforcing policies against antimicrobial resistance in Europe.

The poster was based on our work for the European Commission and the European Health and Digital Executive Agency (HaDEA) to support actions against antimicrobial resistance, which causes approximately 35,000 deaths per year in Europe.

This is the second year we attend the EPH conference to showcase our health-related work. Last year in Dublin we did an oral presentation on the result of our study on the barriers to effective development and implementation of national policies on antimicrobial resistance.
