Tetra Tech leads Impact Assessment of the Consumer Protection Cooperation (CPC) Regulation
Digitalisation and the rise of e-commerce have fundamentally altered consumption in the European Union and created the potential for gaps in enforcement of consumer rights. Dark patterns and difficulty to enforce EU consumer rights rules against non-EU traders, among other evolving trends has resulted in an urgent need to review the current legal framework governing consumer protection in the EU. Tetra Tech has been selected to lead the Impact Assessment of the main EU legal instrument regulating consumer protection in the Union, the CPC Regulation.
In cooperation with our partners Syntesia and Ipsos, the Tetra Tech EU team is working to strengthen consumer protection in the EU in the context of the evolving e-commerce landscape. In order to do so, the team is working over a five-month period to gather practical insights from relevant stakeholders, including businesses, like large online market players and SMEs, national consumer protection authorities, relevant interest organisations and more to assess the impact the current legislation has on consumers, businesses and other relevant actors in the Union. On that basis, Tetra Tech and partners will assist in developing recommendations to shape the future of the CPC framework.
This project was tendered by the European Innovation Council and SMEs Executive Agency (EISMEA) and the European Commission’s Directorate-General for Justice and Consumers.
Support study for the preparation of the EU Critical Raw Materials Centre
Over the past decade, it has become clear that the internal market has become increasingly vulnerable to disruptions in Critical Raw Materials supply chains, which are often controlled by very few players. This dependency poses risks to various strategic sectors, such as the renewable energy, semiconductor, aerospace, and defence industry. In February 2025, following the recommendations of the Draghi report and complementary to the objectives of the Critical Raw Materials Act (CRMA), the European Commission announced in its Clean Industrial Deal (CID) the establishment of an EU Critical Raw Materials Centre.
The study, led by Intellera and supported by Tetra Tech and the Centre for European Policy Studies, will assess the impact of a range of options for the Critical Raw Materials Centre, examining approaches for stockpiling, investment, and joint purchasing of critical raw materials. The impact assessment will be carried out for the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW).
Promoting excellence in research in the EU: Review of the Marie Skłodowska-Curie Actions (MSCA) unit costs
Tetra Tech assisted Visionary Analytics on a study reviewing the European Commission’s Marie Sklodowska-Curie Actions (MSCA), an initiative built to support the career development and training of researchers across all disciplines and all career stages through international, intersectoral and interdisciplinary mobility. MSCA is the EU’s flagship programme for fostering research excellence, overseen by the European Commission’s Directorate-General for Education, Youth, Sport and Culture (DG EAC). MSCA provides targeted funding for doctoral candidates and experienced researchers to pursue excellent research projects, while also supporting institutions in delivering collaborative research and training initiatives across sectors and borders.
The project will review the MSCA Unit Cost system, the funds offered to researchers and hosting institutions as part of the MSCA programme. Tetra Tech assisted with assessing the competitiveness and attractiveness of MSCA allowances offered to doctoral, postdoctoral and individual researchers across career stages and comparing them to current market rates of researcher salaries in Europe and key third countries, particularly through conducting national research.
The project will contribute to providing evidence-based recommendations to support the revision of the MSCA Unit Cost system and promote researcher mobility, development and training in the European Union.
Evaluation of a communication campaign in France for the European Commission Representation and DG Communication
Tetra Tech is leading the evaluation of a communication campaign in France for the European Commission Representation and the European Commission’s Directorate-General for Communication, together with consortium partners Ipsos and Ecorys.
The evaluation will assess the campaign’s effectiveness in increasing awareness and recognition of the European Union’s contribution to citizens’ everyday lives through a mixed-methods approach combining large-scale baseline and ex-post surveys, focus groups, interviews and campaign monitoring.
A particular focus of the evaluation is understanding how communication rooted in citizens’ everyday experiences and local realities can strengthen recognition of the EU’s role, rather than relying primarily on institutional messaging.

Our team met in London on 10 and 11 June for the Tetra Tech International Development Europe All Staff Day. It was a great chance to take stock of the past year, discuss priorities for the year ahead, and spend time together as a team.
