
We must know not only what works, but also how to maximise impact even as resources become scarcer. To guide more efficiency in international development aid, rigorous evaluation, real-time learning and evidence-based decision-making must be at the heart of programme delivery.
Despite the changes in geopolitical terrain, international development remains crucial in increasingly volatile contexts with economic shocks, political instability and insecurity that threatens vulnerable populations. This is particularly important in Somalia – a country that has remains one of the world’s most fragile and impoverished states – where building sustainable livelihoods and strengthening institutions are key to achieving long-term stability.
Ensuring effective delivery and impact with SMP III
Tetra Tech implements the Somalia Monitoring Programme III (SMP III), delivering independent, actionable insights to the FCDO to strengthen their understanding of development needs in Somalia and improve the design and delivery of programmes. Through our third-party monitoring (TPM) we provide accountability and insight about activities on the ground in Somalia, and through learning reviews, we provide critical feedback for FCDO to adapt and improve programmes, manage risks and learn lessons about what does and does not work, and why. Given the scope of our work, SMP III is in a unique position to ensure that UK aid delivers value for Somalia and the UK taxpayers’ money.
With limited resources available, it is crucial that every pound spent on programme interventions contributes to tangible improvements. SMP III has been – and will continue being – at the forefront of engaging in dialogue with donors and policymakers to promote evidence-based approaches for programmes, greater transparency, and increased Value for Money (VfM).
We have been assisting programmes in reviewing their VfM measurement frameworks and methodologies, helping FCDO and other donors and implementers to ensure that funds are being used wisely and that projects are delivering real benefits to the population. Our TPM reveals that programmes that are well-planned and efficiently executed are more likely to be sustainable and have a lasting impact.
With reduced aid budgets, informed decision-making is essential for accountable funding and considerations for priority development areas. SMP III is able to provide insights on activities, evidence of outputs and outcomes that will be key for FCDO’s future programming.
In times of aid uncertainty, government agencies and local populations often feel the strain, which may cause tension and frustration. SMP III will help communicate effectively for and with the FCDO and its partners through lesson learning. This will assist the FCDO in clearly articulating the value and results of its aid to diverse audiences, including donors, partners, and the public.
We will continue to share best practices and lessons learned with the FCDO and its implementing partners and stakeholders to improve the overall effectiveness of international aid in Somalia, especially as coherence and complementarity will be key for future initiatives.
