Monitoring, Evaluation Research and Learning for ISF Africa

Tetra Tech provides Monitoring, Learning, Evaluation, Research and Learning (MERL) services to the UK Integrated Security Fund teams across West Africa.

The Integrated Security Fund (ISF) – formerly the Conflict, Stability and Security Fund (CSSF) – is a multi-year funding mechanism, which supports the UK Government’s work in addressing conflict and fragility globally.

Through our MERL services across the ISF Africa portfolio, in consortia with ITAD, we support the strengthening of ISF programme teams’ capabilities, evidence and learning generation, and knowledge sharing. We use evidence and learning to inform effective programme delivery and contribute to UK conflict, stability and security objectives.

Our MERL support includes:

  • Third party monitoring and verification: we provide outcome and output monitoring and independent data verification.
  • Evaluation: we undertake various forms of evaluative assessments to measure programmes progress and assess contribution of ISF interventions for learning and accountability. 
  • Research: we undertake research that informs programme design and adaptation.
  • Learning: we facilitate lesson learning and knowledge sharing across the ISF Africa portfolio and more widely, helping teams to fully capture and communicate lessons from ISF Africa programmes on what works or does not work, at project, programme or thematic level.

Our impact

  • We carried out third-party monitoring across multiple fragile regions, including the Lake Chad Basin Support framework, two projects implemented under the ISF Nigeria Stability Programme, and project activities under the Participatory and Inclusive Land Conflict Management Project in Burkina Faso.
  • We conducted the baseline, midline and endline evaluations for the Partners West Africa Nigeria’s (PWAN) Promoting community engagement, access to justice and protection for marginalised populations project. The studies provide two rapid situational and outcome analyses at baseline and endline, and a comparative analysis of PWAN’s model against other models in the region.
  • We undertook outcome harvesting for two projects under the Women, Peace, and Security pillar of the Sahel programme, collecting evidence on the outcomes and, working backwards to determine whether and how an intervention has contributed to these changes.
  • We provided a political access and influence outcome assessment of the ISF Lake Chad Basin programme, which focused on eight projects in Northeast Nigeria funded between 2021 and 2024.
